Doesnt Students from UPUttrakhand/Jharkhand/Bihar etc have rights to study in IIT?

If Govt. of India will pass the bill for raising the bar for minimum criteria of obtaining 80% in 12th Standard to get in to IIT. Then very few regional talent or poor students (who can not afford to pay that high fees for colleges affiliated to high scoring education board CBS,ICSE etc). As per calculation it was only 2256 students who obtained more than 80% marks in their 12th standard.

I request you all not to consider these states that their student does not have IQ or not studious. They are as much studious as other are but in their respective educational board they were not able to score as much as other scores in CBSE or ICSE. Being a UP board student, I have seen people getting listed in to merit list if they were able to score more than 80%. Above 90% is out of question. Very rare will be able to score that much because of very stringent marking. Now one can easily analyze how Govt. is ignoring those poor regional students or talent. The step is good if we consider that govt want to hit back those coaching institutes chains. But it will be more appreciated if they would have implemented uniform Educational boards and marking pattern.
